My solution to the problem of state governments limiting gambling, and all the positive effects that comes from it, is for the governments to increase licensing to local fire stations, police stations, race tracks, and v.f.w.'s and some state run casinos. This obviously is the best solution because it will start the transformation into gambling in the areas most needed of revenue. It will also let the government research any events in the short run to observe the effects of increased gambling within our economy. In the long term I would support eliminating licensing allowing perfect competition. I would do this because it would maximize total possible revenue.
