Police corruption and brutality has been a problem that has plagued American society. The police are supposed to serve and protect our society; however, this is not always the case. Many police are corrupt and involved in crimes themselves. They are put in a position of authority where they think they are above the law. They are given more authority than any person should be expected to handle. Police are also constantly hassling drivers going [ab]out their daily business, just because the drivers may be going slightly over the speed limit. The biggest problem with police is the many incidents of police brutality. An incident of excess police force occurred at Penn State at the recent Ohio State game. Police were violently macing fans that wanted nothing more than to celebrate the huge Penn State victory. The abuse of power by police is an issue that will be addressed so that a solution can be found.
[This is a good start. I'm not getting an overall impression of what, specifically, your paper will be about, but this is an interesting topic and seems to be shaping up nicely.]

Additions:
Groups such as Internal Affairs and Copwatch have been implemented in order to monitor police activity; however, these groups have not been very successful in preventing the abuse of power by police. Different possible solutions to this problem will be discussed. The feasibility of the removal of police from society will be addressed. The issue of the detachment of police from the rest of society will also be addressed. Overall, the paper will be focused on what do to about the abuse of power by police.

Many instances of illegal police activities and excess police force will be cited and discussed in my paper in order to show just how big the police problem has gotten in America. People in America are extremely concerned with their freedom and my paper shows just how much police are trying to oppress their freedom. I will also show the extreme levels of racism involved in the police brutality. Rodney King, Amadou Diallo, and Daniel Rocha are a few of the brutality incidents that will be addressed. America is a country deeply concerned with equality and people should not be targeted as criminals simply because of the color of their skin. I will be stressing American values and how the police do not support many American values, such as freedom and equality. The purpose of this paper is to inform people about the harm police are causing to the society with the intention that the readers will open their minds to removing police from their positions. The paper is specifically targeted at young adults ages 16 to 26. This target age group would be most willing to remove police, and it will not be long before this age group is running the country.
A definitional argument will be made on the topics of corruption and brutality in order to make sure that the reader fully understands the problem being addressed. Whether or not there is a relation between police brutality and police corruption will be discussed. Police often work very closely with firefighters and paramedics, so these two other professions will be compared to police.

Deletions:
For many years the police have been a problem that has plagued American society. The police come off as a group that is here to serve and protect society. However, the police are doing many other things. Many police are corrupt and are involved in crime themselves. They are put in a position of authority where they think they are above the law. Many are partaking in just as many criminal acts as those they put in prison. Police are also constantly hassling drivers going out their daily business, just because they drivers may be going slightly over the speed limit. The biggest problem with police is the many incidents of police brutality. Two famous incidents are the excess use of police force used on Rodney King and Daniel Rocha. An incident of excess police force can even be seen right in front of our face at the recent Ohio State game. Police were violently macing fans that wanted nothing more than to celebrate the huge Penn State victory.
Police abuse their position of authority in order to increase their wealth. They have accepted bribes from criminals in exchange for looking the other way when laws are broken. These dirty cops further the drug problem in America. They are also in the position where they can steal money and drugs from drug dealers rather than turn it in to the appropriate place.
Clearly something has to be done with these policemen. They cannot be allowed to continue bullying our society around. I propose that we remove all policemen from their positions. This will leave many Americans out of a job, but with our current need for military recruits these former police will not be without a job. Institutions such as Internal Affairs and Copwatch have been used in order to monitor police activity, but the corruption and brutality still goes on. Drastic measures must be taken in order to protect our society from the police.
